Philips Wins Westminster
Philips Collection Services, has won a four year sole contract for the recovery of all unpaid PCN’s with Westminster City Council. The contract will commence in September 2008.
Philips will use its P3 (print, post ,payment) services in Westminster, designed to help parking departments to enforce the Traffic Management Act (TMA) 2004. This new “low level enforcement” approach from Philips give’s motorists more opportunities to settle unpaid penalties before the PCN’s are registered at TEC. 
With Philips’ P3 system and Westminster’s current structures in place they can be used in conjunction with Partners in Parking (PiP), led by Westminster in partnership with Transport for London and other local authorities in and around the capital.
PiP is a formal cross-authority partnership launched in April 2007 works by harmonising parking equipment, services, controls and practices so that there is a more consistent customer experience both within areas covered by individual authorities, and across boundaries with others
