Philips Win collection of PCN'S in Exeter

Exeter City Council has awarded a joint contract for the recovery of unpaid Penalty Charge Notices (PCN) to Philips Collection Services, now acknowledged as the UK’s largest privately owned revenue recovery and enforcement company. The contract will commence from 1st October 2008 until 31st March 2010. 

With the implementation of the Traffic Management Act (TMA) 2004, more local authorities are looking towards specialist collection companies to put in place effective mechanisms to assist with the recovery of outstanding penalty charge parking income. 

Before approving Philips, Exeter City Council’s parking services team undertook a detailed evaluation process of certificated bailiffs, followed by an invitation to selected companies to tender for the contract.

 “We were particularly impressed with Philips’ ClientWeb”, explained Roger Coombes, Head of Administration and Parking Services, Exeter City Council.  “ClientWeb allows us to see step-by-step progress on each account, view correspondence, carry out an audit trail on debts outstanding and monies collected to date.  It is a secure and confidential online site, allowing us direct 24/7 access to all the cases we pass to Philips”.
